Yes, he treats concepts as a kind of relationship that can connect different things, so that concepts themselves can be related against one another. Explicating that level of consideration requires having lots of clarity, which Zizek often does not provide. His earlier works skip lots of contextual bridging so it's extra confusing... whereas his more serious work assumes a familiarity with topics that I feel readers don't often have.
